[libannodex-dev] liboggz build broken

So I should be writing a talk write now, but instead I'm
procrastination on pyannodex instead.

After rechecking out stuff from the reorganised CVS and rebuilding I
discovered liboggz doesn't build out of the box. It barfs
about oggzdump.1.

Manually hacking the Makefile to ignore the target fixed the problem
but it probably needs a proper fix.
