As the Icecast config is standard XML format, you need to properly 
escape characters
that have special meaning for XML (in this case the &), so IIRC it 
should be escaped
like so:

/?&freq=10802.75&pol=h&msys=dvbs&sr=22000&pids=0,265,6301
