I don't really understand the question.

Stream intro and other mount-specific settings are features of Icecast, 
not Ices.

It's true that, from the server's point of view, a mountpoint is created 
when the source client connects to it.  But if you want settings which are 
specific to a mountpoint, you will need to create a <mount> section in 
your icecast.xml config file and add the settings specific to that 
mountpoint there.
