[Icecast] Windows Source Client

I've been using RadioCaster for a few years.  Very reliable and has many
different format encoders.  I've run multiple encoders from 1 source and
even two instances (requires a second renamed install).  Not a lot of
display action (useful level meter) and uses very little CPU.
