Maybe you can Start with http://localhost:8000
Be sure that icecast service is running and port 8000 is not blocked in your firewall. 

Also make yourself comfortable with the docs. You can start here:
https://icecast.org/docs/icecast-2.4.1/basic-setup.html

Also try searching something like ‚howto install icecast on windows‘ or simmilar.
