[Icecast] Win32 Service

You can use NSSM (http://nssm.cc/usage) to do this easily yourself:

nssm install Icecast "C:\Path\To\icecast.exe"

It does a decent job of handling the real start/stop/restart signals, and
can optionally restart Icecast automatically upon failure.  Also, NSSM
binaries and source are public domain, so if the Icecast authors wanted to
include it in the installer, they could legally do so.
