The forum is run by someone from imux.net going by the pseudonym 
"EvilOverlord".
I'm sorry, but I can't offer more insight than that.
#icecast on freenode IRC and the two mailing lists are the primary 
support options for Icecast.
The forum is more of a self-help corner it seems and hosting donated by 
above mentioned person.
