I don't know if this is an issue or not but it looks like you have an
opening comment ('<!--') in your config file:

         <security>
                  <chroot>1</chroot>
                  <!--
                  <changeowner>
                      <user>root</user>
                      <group>root</group>
                  </changeowner>

I don't see the closing comment tag ('-->') so don't know what else
you're commenting out.
