[Icecast] build libshout and icecast under Windows

Just curious why such an old version of Icecast?  The current version is 
2.3.1 and that's been out for awhile.  You can get a precompiled binary at 
http://downloads.xiph.org/releases/icecast/icecast2_win32_v2.3.1_setup.exe 
and sources at 
http://downloads.xiph.org/releases/icecast/icecast-2.3.1.tar.gz

There's also a newer libshout - you can get 2.2.2 from 
http://downloads.us.xiph.org/releases/libshout/libshout-2.2.2.tar.gz
