I don't think this is your problem, but what happens here when there's no 
limit set for clients?  Is there a default value?  Or is there no limit?

As for the problem at hand, the config looks fine to me.  Are you behind a 
router of some sort and, if so, is port 8000 TCP forwarded to your machine?
