not sure what the --with-flac flag is, maybe that's part
of the ices config.  the lib*FLAC m4 files add the following
flags to configure:

--with-libFLAC
--with-libFLACPP      (for libFLAC++)
--with-libOggFLAC
--with-libOggFLACPP   (for libOggFLAC++)
