The default install is /usr/local/lib.  IIRC, Debian doesn't look there by 
default for libraries.  If you've not done so already, you might want to 
put the following line in /etc/ld.so.conf:

/usr/local/lib

If you've done this already, you might need to run ldconfig to make sure 
that ld is seeing libogg.
