The short answer is yes you do, but you can get icecast to generate it for 
you.  So using your example, you could call:

http://mydomain.com:8000/live.ogg.m3u

and it would automatically generate the M3U file for that mount.

Note that this relies on the hostname variable in the config file being set 
correctly.
