[icecast] could not create listener socket on port 8000

i think i have the icecast.xml file configured
correctly:

<hostname>localhost</hostname>
<port>8000</port>

<listen-socket>
   <port>8000</port>
   <bind-address>192.168.1.99</bind-address>
</listen-socket>

i have a linux box running the icecast server behind a
router on my private network.  is this configuration
ok?
