[icecast] multiple bitrates

Hi:

Having 3 different directories of files encoded at the 3 different rates
would definitely use less CPU, as ices wouldn't have to re-encode.  But
there would also be no guarantee that the 3 streams would stay in sync with
each other, though they shouldn't drift much if they are the same content.
