[icecast] Dummy soundcard driver for Windows (OT)

Hi:

It might be easier if you had a null output plugin for Winamp.  I had a
vague recollection of one existing, as I'm sure this can't be a new
problem, but I'm sure it'd be easy to write (if someone's inclined to do
it)  if it doesn't.
