[icecast] RPM packages for libshout, ices, icecast

Hi all,

I just updated my packages for RedHat-8.0.
Using these packages year about on several machines.

It should will run on anothers rpm based distros
and should be easy to rebuild package.
All is done simple and generally way.

Any feedback welcome.
