I'd say so.  It should, then, say what the problem is when you start it.

As long as you put it where you say it is in the ices config file, you
should be fine.  In the config you included, you specified
/usr/local/icecast/playlist.txt .  If you want it somewhere else, change
this value in the ices config file.
