No. Use ices 0.x for mp3 streaming (the cvs version works with icecast2).

Whichever, though the former would be confusing to users. And add a leading /

icecast2 will autocreate m3u files for you - for example, if your mountpoint 
is /mountpoint1, then /mountpoint1.m3u will work.
