Ted,
I agree. I am unable to find a link. 
However, I have a copy (unofficial) that I downloaded before the web
page change. It's available along with several other icecast related
apps. The link is here:
  http://quasi.ksl.com/icecast/
This is open to all icecast users. I have had much luck with icecast and
would like to offer up some of our bandwidth for downloading.
I can make anything else icecast-related available on site.
Again, this is unofficial. I simply like to be able to download the
latest source locally.
