[icecast] Error compiling ices-0.3

I'm trying to compile ices-0.3 on a RedHat 9, kernel 2.4.23 box and I
receive the following error:

I have LAME, python, perl, libshout, etc. all installed with the
appropriate libraries, all of which were found by configure.
 
What am I missing?
