[icecast] Why can't I login to cvs?

[D Sledge]

Using the following command

cvs -d :pserver:anoncvs at xiph.org:/usr/local/cvsroot login

and anoncvs as the password, I get the following response

cvs [login aborted]: connect to xiph.org(198.136.36.245):2401 failed: Connection refused

can anyone clue me in?
