[icecast] IceS: compile problem with Python -solved!

The problem is solved (specific for Red Hat 7.3??)

1. adding to begin  "configure" script:

LIBS="-lutil -lpthread"

2. use:

  --with-python-libraries=/usr/lib/python2.2/config
