I'm assuming you're asking about re-encoding ogg vorbis to lower bitrate
ogg vorbis with ices 2.0.  Let me know if you're not.

Yes, it can.  You have to examine both example XML files to get a proper
sense of how to do this, and a few of the comments are now out of date.
But here's a working example:

                <instance>
                        <hostname>bumpy.braille.uwo.ca</hostname>
                        <port>9000</port>
                        <password>NotTelling</password>
                        <mount>/egoplay24.ogg</mount>

                        <encode>
                                <quality>-1</quality>
                                <samplerate>22050</samplerate>
                                <channels>1</channels>
                        </encode>

            <downmix>1</downmix>

            <resample>
                <in-rate>44100</in-rate>
                <out-rate>22050</out-rate>
            </resample>
                </instance>
