[icecast] How to complie Icecast2 on Win32

if you are reading from line in, then use 44100/Stereo, Oddcast  (pre 
oddcastv2) has issues with converting 22/mono to 22/mono....basically, all 
is good if you have 44kHz input (I think mono or stereo works)...
