[icecast] New documentation project for Icecast/Ices

Hello.

I'm looking for volunteers to help Michael Smith document Icecast and Ices 
(msmith at xiph.org).

There has been some work done so far 
(http://www.6809.org.uk/kja3/ices2-howto.shtml) but could be better 
formalized for packaged distribution.
