You should be playing with your school's network administrator to see if
he'll open a port for you. Though speaking as an IT staffer at a
university, I wouldn't hold me breath that he'll open a port on the
firewall.
If your machine's IP address falls in the 10.x.x.x or 192.168.x.x subnets,
then your university uses NAT in order to establish Internet connections.
The 10.x.x.x and 192.168.x.x subnets are reserved for internal networks,
and thus are non-routable outside your local network.
