[icecast] darkice client for windows

In theory (insofaras my own little world exists) it should be as
simple as changing the audio i/o methods, but interfacing with
WinAmp will take someone with experience; all code on xiph.org isn't
all /that/ hard to port, and Windows pretends to be POSIX-compliant,
so it should almost actually work.

The question after that is how willing people are to deal with a
command-line utility.  "OMGWTF NO BUTTONS?!?!!"
