[icecast] Ices won't read config file?

Yup I have the devel package installed too.

[root at linux1 davidcam]# rpm -Uvh libxml-devel-1.8.17-1.i386.rpm
warning: libxml-devel-1.8.17-1.i386.rpm: V3 DSA signature: NOKEY, key ID

[100%]
        package libxml-devel-1.8.17-1 is already installed
