[icecast] pre-buffering

Hello,

Recently, I've been testing icecast-1.3.12 and shoutcast-1.8.9 and I've
noticed strange regularity. No mater which client i use - xmms(1.2.6) or
winmap(2.79), pre-buffering faze on client's side takes much more time on
stream served by icecast.

I'm willing to say, that speed of pre-buffering process on icecast is
limited to stream's bit-rate, but I'm not sure about that.

Is it true ? And if it is, is there any way to change that behavior ?
