nope, not on crack, not even a little bit...i was trying to summarise 
the feedback i'd been getting from others on the list this afternoon.

as it turns out, the comment that 3.86+ doesnt support reencoding is 
simply untrue, as has been already pointed out.

but that was what someone else had said, and at that point i was just 
trying to collect that info together into one place.
