[icecast] Icecast 1.3.11 released

Hi,

Icecast 1.3.11 has been released. As usual you can find it at

http://www.icecast.org/releases/icecast-1.3.11.tar.gz

This release contains some minor security updates, and also includes
Mark Lehrer's fix for stuttering problems when the network is
congested. If you've been having problems with recent releases of
icecast 1.3, give this one a try.

This release also handles high-bitrate streams better. sleep_ratio is
no longer needed.
