Not in 2.3.1, I have an /admin url in my branch work which will work 
across different platforms (linked off the admin menu bar).  It's one 
thing I have not merged into trunk because I wasn't sure on what scale 
of changes I was going to do for admin access and whether the /admin 
reference would stay.
