I had installed libshout
When installing libshout from rpm it installed this:

lrwxrwxrwx    1 root     root           17 Oct 29 00:16 libshout.so.2 -> 
libshout.so.2.0.0
-rwxr-xr-x    1 root     root        17329 Aug  1  2001 libshout.so.2.0.0

When I added this,

lrwxrwxrwx    1 root     root           13 Nov  2 15:28 libshout.so -> 
libshout.so.2.0.0

I could suddenly compile Shout! ;)
