[ghost-dev] Rename to opus-dev?

No, just trying to think ahead.  The splits into
vorbis/vorbis-dev and flac/flac-dev seem
useful.  If splitting "opus" in the same way
would be useful then doing it now seems best.

Anyway, given that Ghost and Opus are
separate, the proposal to split needs to be
posted to the "opus" list.  I am not subscribed
over there, so will leave it to others to post it
(or not).
