Not sure it's only server side what the bug proposer has in mind. You have
the same problem client side, since when using MSE you can feed data that
are then represented as multiple tracks.

The issue discussed in the bug is how to enable seamless switch between
multiple tracks. Doing it in JS will most probably not guarantee a seamless
switch.
