I think it's up to the user agent to ensure that the bufferLength
attribute be treated as a maximum suggested readahead, which may be
constrained by capabilities of the local device.  There are common use
cases where it's appropriate to tell the user agent to buffer as much
as it possibly can, limited only by the amount of storage that the
device is willing or able to allocate to buffering.  There are other
use cases where a much tighter constraint is more appropriate.
bufferLength accomodates this spectrum.
