I wouldn't be so quick to assume where the actual entropy limit is.
It may sometimes be very surprising and counter-intuitive.

If one were to look at a rendition of a fractal they might think it
would take a lot of information to describe it, yet it actually has
very little Complexity and can usually be described with an arithmetic
expression several bytes long.
