[Flac] How can I recreate STREAMINFO metadata?

I have some FLACs that have STREAMINFO that looks like this:

  maximum framesize: 0 bytes

  total samples: 0
  MD5 signature: 00000000000000000000000000000000

(This came about because the GStreamer pipeline I used to make these
FLACs choked on a premature EOS from a WAV source.)

How can I rebuild the STREAMINFO? There is no option for anything like
this, as far as I can see, in "metaflac".
