on a representative test clip, try experimenting with different
block sizes.  I would suggest

flac -8 -b 2304
flac -8 -b 4608
flac -8 -b 8192

if you find more than 1-2% difference in resulting size let us
know, maybe there's some way to improve the default settings in
this case.
