Not exactly... Ogg is the transport layer, so the player has
to also have a native FLAC decoder to play the Ogg FLAC
file.  But it makes adding FLAC support to Ogg players
easier.

The plugins still only read id3v1 tags.

Check the S/W section on the main page.  rawplay may
do it.
