[flac-dev] Windows binary releases for v1.3.3 not available on the official server.

As of this time Windows binary releases for version 1.3.3 are not available on the official download server.Searching the Web I found 2 compiled binary packs (including both 64 and 32-bit) with different sizes.
one is this:

the other is this:
https://www.videohelp.com/software/FLAC-Encoder
at least please could somebody give me some info which pack is suitable to be used on Windows?
