[flac-dev] FLAC Visual Studio file tidy-up?

I didn't realise that having 2010 files meant that all subsequent Visual
Studios can open those files.
If 2015 can open 2010 files without having to convert them to 2015
files, then there's no need to make any 2015-specific files.
One question: looking at flac\win32, it seems to have 2005 and 2013
files. Will 2013 work in VS2010?
