[flac-dev] FlacNetLib update

Hello all,

A new version of the FlacNetLib, a decode-only, open source, pure .NET
implementation of FLAC is available at http://www.mjuware.com/downloads.htm.
I uncovered a nasty bug that prevented it from decoding properly files with
placeholder seekpoints in the seektable block...
