[flac-dev] PATCH: strncpy -> safe_strncpy

[lvqcl]

FLAC uses its own safe_strncpy() function everywhere except in
grabbag__picture_from_specification(). The patch fixes it.

Currently grabbag__picture_from_specification() is used only in tests,
but still I think it's better to fix it, JIC.
