[flac-dev] [PATCH] Clean up source code documentation

As promised (quite some time ago), a patch to clean up the source code 
documentation.

The first patch is a remake of the FLAC logo in SVG, which third-party 
developers might appreciate.

The second patch removes quite a lot of pages like those with the 
russian language and those that I thought are not really essential for 
off-line viewing/development. This reduction in page count might make 
keeping it all up-to-date a little easier. I hope you like it, if not, 
please tell me why, I'll try again :)

Once again, these patches are too big for the mailing list.
