[flac-dev] Sourceforge website redirecting

At Erik's request I made flac.sourceforge.net just redirect to
xiph.org/flac/ This will simplify keeping things up to date, since I
never got the sf.net version updating from git.

BTW, I notice the new site has a feed.xml, but no feed.rss. This is
unfortunate since the old front page linked the rss version, and we've
likely just broken people's subscriptions. That's something I'd welcome
a patch to fix. :)
