Just to 100% sure we know exactly how much I did some tests.

Test machine was Dell laptop with an Intel(R) Core(TM) i7-3537U
CPU @ 2.00GHz running Debian testing. The results for i386 below
are the same machine but running Debian testing for i386 in a
chroot.

The source file was "Piano, bass, drums" by The Necks, a single
53 minutes stereo, 44k1 WAV file.

The before column was compiled from the flac sources just before
the latest fix, while the after includes said patch.

amd64        0m30.910s       0m31.564s    2.25% slower
amd64        0m30.836s       0m31.487s

i386         0m36.414s       0m38.604s
i386         0m36.267s       0m38.663s    6.6% slower
i386         0m36.024s       0m38.589s

Obviously, this slow-down only occurs with encoding level 7 or
higher.
