Did anything ever come of this?
The official download section on Xiph.org (https://www.xiph.org/flac/download.html) points to http://sourceforge.net/projects/flac/files/flac-darwin/ where Flac 1.2.1 is still the most recent version.
The same goes for Rarewares (http://www.rarewares.org/lossless.php) where 1.2.1 is still the most recent OS X binary.
