THis is not something that makes sense in the actual FLAC codebase. FLAC is
about FLAC.

The appropriate place is somewhere like either libsndfile or the avcodec
libraries.

I'm the main maintainer of libsndfile and the next version will support
ALAC. Patches for other stuff gladly accepted.
